The practical consequence of that rating is a reduced field of competitive spending: outside money that might otherwise flow into a contested suburban Los Angeles race has routed elsewhere, leaving the district's economic concerns, warehousing and logistics employment concentrated along the 710 corridor, port-linked supply chain work, and a persistently working-class homeowner base, to be contested primarily within Democratic primary politics rather than in a general-election fight.
